Director Of Corruption Prevention
Mr Tse is the Director of Corruption Prevention of the Independent Commission Against Corruption (ICAC) in Hong Kong.  He joined the civil service in 1977 and has since worked in various government offices covering a wide spectrum of service areas.  Mr Tse has extensive public administration experience in human resources management, planning and development of community facilities, law enforcement in connection with healthcare, and the fight against corruption.  Headed by Mr Tse, the Corruption Prevention Department of ICAC accords high priority to preventing corruption in the construction industry.  The department adopts diversified work approaches, including detailed review of individual organisations’ procedures for the letting and administration of contracts, attendance at the tender assessment meetings for infrastructure projects, promulgation of best practices, conduct of integrity management seminars for public servants, consultants and contractors, production of training packages for the industry to use itself, etc.


Mr Tse graduated from the Chinese University of Hong Kong in 1977 with a bachelor degree majoring in finance.  In 1980, he obtained the professional qualification as an Associate of the Chartered Secretaries and Administrators.  He subsequently completed post-graduate studies in London School of Economics and Political Science, University of London and Monash Mt Elisa Business School, Monash University, Australia.  In 2008, Mr Tse was appointed a Justice of the Peace.   In 2014, he was awarded the Bronze Bauhinia Star for his exemplary service with the Government of the Hong Kong Special Administrative Region.
