Johannes Michael Ferguson is Head of GIZ’s Anticorruption and Integrity Program in Eschborn, Germany. Leading a team of twelve employees, Mr. Ferguson is responsible for advising the German Federal Ministry for Economic Cooperation and Development (BMZ) on implementing the BMZ-Strategy “Anticorruption and Integrity in German Development Policy”. This includes piloting the implementation of the strategy in Kenia, Kyrgyzstan, and Albania as well as developing instruments and approaches for strengthening anticorruption and integrity in and through German development cooperation in various sectors (including judiciary, water, mining, and public administration).Furthermore Mr Ferguson is also Head of GIZ´s new Global Program on Illicit Financial Flows (IFF).Given his background as an administrative reform expert he is head of GIZ’s Cluster “Administrative Reform and Integrity”.As GIZ’s Senior Planning Expert for Administrative Reform and Policy Coherence he was responsible for the management of GIZ’s worldwide portfolio “Administrative Reform”. He advised Ministries, Offices of the President, and Centers of Government in particular in Indonesia, China, India, Afghanistan, Azerbaijan, Peru, South-East Europe, Egypt and South Africa.Prior to this position, he supported the development of the National Program for Administrative Reform in Cambodia as a Legal Adviser and Component Manager of the program “Administrative Reform and Decentralization”. Additionally, he advised on policy and strategy development with regard to the civil service regulatory framework. He has profound experience in recruitment and supervision of the components personnel.Before joining GIZ, Mr. Ferguson worked for the BMZ, the United Nations High Commissioner for Refugees and the German Federal Ministry of Justice. Mr. Ferguson is a fully fledged lawyer and admitted to the bar. He studied Law at the University of Heidelberg and the University of Cologne, specializing in International Law and Administrative Law. In his postgraduate studies at the German University of Administration Sciences in Speyer he focused on International Administrative Law and Human Rights.
